Note that initial working group drafts (i.e. draft-ietf-avt-...-00.txt) 
need to be pre-approved by the working group chairs. If you are 
intending to submit one of these drafts, you MUST contact the chairs by 
7th July, so we can submit the necessary pre-approval.
