[AVT] Draft submissions - Important about boilerplate

Hi,

If you are submitting drafts now, please ensure that the drafts has the 
correct boilerplate in "status of this memo" and "copyright notice" 
sections. Otherwise the risk is high that the IETF secretary will bounce 
your submission. This practice has recently begun being enforced.
