I would expect a lot of network elements on the way to be interested in this kind of information, so I'd like to see it further up in the header chain, where it is not dependent on the specific payload format H.264.
(Cf. UDP-lite, one reason for which is to signal the link layer that unequal error protection might be a good idea, which is certainly better than routers peeking into AMR payload header.)
Using the DSCP sounds about right, except that this is frequently rewritten on the way.
