The boilerplate mistake was mine. I fixed it - the updated draft will 
appear on
the http://theater.poly.edu/mrtp/draft/draft-narayanan-mrtp-00.txt soon.

W.r.to IPR, we don't have any IPR application on the proposed protocol 
itself.
