This version, compared to the previous one contains one major change. 
During implementation work, it become evident that there is need for a 
counter that gives each transport frame its position within the super 
frame. The super frame is the 4 transport frame long entity, on which 
the encoder can change modes and internal sampling frequency in all the 
codec's extended modes. This has been implemented using 2 of the spare 
bits in the TOC bytes.

As announce previously the two WG versions of the draft are 
significantly different from the pre-wg versions due to codec changes. 
So if you haven't looked at the new format, please do.

The plan is now to continue reviewing the format, and track the last 
stages of the codec specification within 3GPP. The goal is to have a 
fully aligned payload format, ready for WGLC as soon as the approved 
codec specification becomes available.
