[AVT] Update (-03) for 3GPP Timed Text payload format

Hi all,

I just sent an update of the draft to the ID manager.

There has been some intense work during the last days, most of all
concerning the agreggation, which has been much simplified.

In the meantime you can get it from:

Changes since draft-ietf-avt-rtp-3gpp-timed-text-02 comprise:

- aggregation scheme much simplified inline with RFC 3640.  Section
  2.3.4.
- headers correspondingly updated.  SDUR added to TYPE 3/4.
- text string length and byte order mark are pulled out of the
  text payload and signaled using payload headers, where needed.
- editorials, clarifications.


As always, comments from the WG are most welcomed (and desired).
