[AVT] Direction for 2833bis

After last month's bruising discussion of text transmission, I suspect it would be 
appropriate for me to remove the related tutorial material I added to 2833bis. 
Presumably the aim is to have that application of 2833bis wither away rather than 
make its use easier to implement properly.

Beyond that, I suppose it's time I began to lead a discussion of the new normative 
text I added to the draft.
