[AVT] RTCP's role in QoS renegotiation during VHO

I've submitted a draft about the RTCP's role in handoff between heterogeneous
access networks.
According to the below table which describes the handoff procedures and related
issues, I think (1), (2), (3) issues are closely related with AVT WG.
Do you also think it is right to discuss these issues in AVT WG?
