Hi,

I think this is best addressed by application specifications. When it 
comes to mobile phones, both 3GPP and 3GPP2 has defines such 
specifications defining which codecs, signalling protocols, etc. that 
may be used. Also other areas has these specifications, like ISMA for 
Internet streaming.

AVT is primarily specifying frameworks and tools to be used for media 
transport.
