Right. You could infact say that the tag length defines the prefix length.
With the currently defined transforms in SRTP, the tag length and MKI
length are the only "paramaters" that can effect the packet length.
(I say "currently defined", becuase somebody might in the future use
SRTP with a transform that requires extra padding, e.g. CBC encryption.)
