[AVT] New version of "RTP Profile for TCP Friendly Rate Control"

AVT'ers:

An updated version of draft-ietf-avt-tfrc-profile-02 is now available 
at:

The draft addresses changes discussed before and during the San Diego 
IETF.  Please read and send comments to the list.

Most sections of the draft have been modified. Aside from editorial 
modifications, changes include:

o   Added text to section 2 on differences between AVPCC and DCCP/CCID3 
 in regards to congestion control information exchanged.

o   RTP data header additions now include a 32 bit send timestamp and 
RTT.

o    In regards to RTCP timing intervals the draft has adapted the 
following strategy:

       The RTP/AVPCC profile recommends the use of the TFRC timing 
feedback
       requirements for the RTCP timing intervals, only in instances 
where
       control traffic bandwidth does not exceed RFC 3550's recommended 
5%
       of data traffic.
