The first RFC that describes RTP payload format for H.263 is RFC2190.
This specification discusses why to move this RFC to historic status.

I think the IANA considerations section will need to update the registration for
"video/h263", to note that the format is historic.


The security considerations section will probably need to say that there are no security considerations for the memo, but see the payload format specifications for security considerations relating to H.263.
