[AVT] Update -14 of Timed Text draft

Hi,

A new update has been sent to the ID manager.  Unfortunately I cannot provide a link to a local copy, so you can retrieve it in a couple of days when it makes its way through the ID queue.  

Shortly, changes comprise:

- updated boilerplate (minor correction)

- section "4.1.6 TYPE 5 Header" Removed that clients MAY display a text sample without a sample description, as this will never be the case given the new rules for placing sample descriptions. 

- new section "4.2 Buffering of Sample Descriptions".  The dynamic SIDX algo was included as a subsection here.  It was also emphasized that the payload format requires codecs using this payload format (and specially TYPE 5 units) to implement the specified algorithm. 

- Section "4.6 Aggregate Payloads" (moved from 4.5) : emphasizes that the proposed aggregates' configurations are ordered, simplified timestamping rules as per ML discusssion with Colin, changed figures and examples (4.7) accordingly.
