[AVT] Streaming media with TFRC

Hi,

As was discussed at the DCCP meeting in Minneapolis, and later on the list, I've cut out and updated the streaming media sections of the User Guide into a new draft -- "Strategies for Streaming Media Applications Using TCP-Friendly Rate Control".  While we wait for it to make it through internet-drafts, it's available at http://www.phelan-4.com/dccp/draft-ietf-dccp-tfrc-media-00.txt.
