I agree with Magnus that the group appears to be mixing different applications. If we just focus on time alignment for "just in time" packet delivery for circuit switched networks with very low delay and rigid 20 ms synchronization requirements, then I don't yet see the need to generalize the procedures beyond AMR and WB-AMR. Even draft-hdesineni-avt-avpf-ccm-pd-extn-00 is solving a network congestion problem rather than time alignment, so I don't see the value in trying to generalize the procedures to solve such different problems. Others are interested in stream synchronization - which is also a very different problem. And the procedures needed are unique to the problems to be solved.
I propose that the editors include the AMR time alignment procedures in the draft of RFC 3267 bis at this time since a case has not yet been made for generalizing the procedures.
