Hi, I would like to clarify the following scenario: A and B use the same H.264 profile and packetization mode
(this assumption is only for simplicity). A supports up to level 3.0, and B supports only level 1.0. A doesn’t know the level supported by B, and it wants
to start the negotiation as offerer. My understanding is that A needs to send in the SDP new attribute
for each level from 1.0 to 3.0 in order to ensure interoperability. Is this
