[AVT] MPEG4 with short video header

Hi there,
 
I am trying to find out how an endpoint signals that it's using MPEG4 with short video header. The reason  I am asking is that in the RTP depack side I need to know if MPEG4 with short video
header is used so that I can use the appropriate depacketization routine corresponding to RFC2429/RFC2190.
