[AVT] draft-ietf-avt-rfc4695-bis-03

Hi everyone,

Just posted draft-ietf-avt-rfc4695-bis-03 to restart
the 6-month timer. No changes aside from updating
normative reference RFC numbers.

As you may recall, a discovery of errata shortly
after RFC 4695 issued prompted the creation of this
bis series (as well as an issued RFC errata). The goal
is to bump this document for a few years, until it becomes
clear that no other issues have been found, before going
to RFC on the bis.
