[AVT] Reserving BT=10 in rtcp xr block type space

Hi everyone,

I will revise the post-repair rtcp xr draft very soon, requesting 10 as
the block type.

http://www.iana.org/assignments/rtcp-xr-block-types/

lists that 10 is the next unassigned number. If you have recently
submitted an IANA registration for "10" or are willing to get "10" for
your block type registration, let me know and I will choose something
else.
