What's the use case for the Forwarding Count? How is an "RTP system which forwards the block" defined? This should refer to RFC 5117 to define exactly the topologies for which this applies.

The "extended first sequence number" will always have its high 16 bits set to zero, no? Or am I misunderstanding what's intended?
