MMUSIC doesn't seem like a good fit, since it's focussed on  
signalling issues these days.

AVT maybe, but that depends on whether RTP is the right transport  
protocol. That's the main question that needs to be settled, and the  
correct home for the work would seem to drop out of the answer.
