That seems a reasonable thing for draft-chown-addr-select-considerations
to consider (that document is proposing updates to RFC3484), which is
on the agenda for 6man. I don't know if there are other proposals
in 6man in the space of re-evaluating/expanding RFC3484. 6man agenda:
