I asked the NSA about this last year and was told that they
will sublicense their ECC license only for national security
applications.

As DNSSEC is classified as critical for Internet Infrastructure by DHS (Department of Homeland Security) DNSSEC use of ECC likely falls under the NSA licence :-) thus in this context please keep the IPR issues out of this discussion.
