I've cut out the cross posting to avt and mmusic.  I assume the folks
who care about congestion control are on this list...

You raise a relevant point for media applications.  We have seen this
problem manifest for very popular live media events transmitted through
a bottleneck link that must also support competing TCP flows. Its a very
realistic problem.  
  
My reading of your draft is such that you are suggesting an application
with real time constraints send at up to twice the rate required to meet
those constraints while being *limited* by the congestion controlled
rate imposed by DCCP.  If this the case, then I don't see any obvious
problems with your proposal.   The congestion controlled rate is
observed in all cases.
