[dccp] Revised tcpdump patch

Folks,

There is a revised patch for tcpdump available now. This is documented at:
http://wlug.org.nz/DCCP

I would appreciate a few people testing before I resubmit to tcpdump.org.

The code has just been tidied up so that it should run better on
non-Linux systems and cope with little/big endianess. One thing that I
found when doing this is that I believe we were displaying the high
order bits of seqno/ackno wrong but would particularly welcome review
on this.
