Thank you for the liaison statement.  It has been forwarded to Allison Mankin, who is the IETF member responsible for liaison to ATIS.  She will add the liaison to our tracking tool.
 
From the enclosed document, I can't tell what you expect from the DCCP working group.  Do you have a more detailed document that can be made available to us?  From what I can gather from the document you've included, there are possibly other IETF working groups that might have some more directly related activities.  The tsvwg (Transport Services Working Group) has some activities on call admission control, although the activity is somewhat skewed from what I think you're describing.  Another possibility is the voippeer BoF held at the recent IETF meeting in Paris.  A BoF (Birds of a Feather) meeting is an informal precursor to a working group.  A number of people who regularly participate in ATIS meetings also participated in this.  Martin Dolly could probably give you a good overview of this activity.
 
As far as I know, the iccrg has not yet been officially formed.  This could be an interesting area of activity for that research group.  I've included Mark Handley (likely chair of iccrg, as far as I know) and Aaron Falk (chair of the IRTF) in this reply.
 
Note that the IETF is an open organization that allows contributions from any sources.  I encourage the technical contributors at NIIF to post their requirements/issues/solutions to the DCCP mailing list (dccp at ietf.org) and engage in a dialog.  The interested people can join the list by sending an e-mail to dccp-request at ietf.org and including the word "subscribe" in the body of the message.  It isn't strictly necessary to subscribe to the list in order to post, but each post from a non-member needs to be explicitly approved by the chairs to be distributed, which sometimes can take a while.
 
I look forward to a continuing discussion of these issues.
