[dccp] DCCP implementations on BSD

Hello Folks,
I have updated my implementation for DCCP on BSDs. 
The main difference from the previous version is CCID3 support.

I have done small tests on NetBSD and will start to do some check on FreeBSD soon.
If you could play with the code and give me any feedbacks, I would be grateful very much.

You will need to install the current KAME implementation from anoncvs.
