[dccp] HEADS UP: start of WGLC for -12 of the spec, ends Dec 1

we'd like to begin WGLC for -12 of the spec, which contains a small  
number of technical fixes compared to the -11 revision we originally  
passed on to the IESG. Eddie has provided a nice explanation of the

Because the list of changes is relatively small, the document has had  
strong consensus during the last WGLC and we don't want to hold up  
the publication process of this for too long, we'll do a short WGLC:
