OK, please scratch that.

Colin has pointed out that procedurally, we cannot end WGLC on an ID that hasn't hit the repository yet. Makes sense. We'll thus extend WGLC until a few days after -13 is officially available. Hopefully, the IESG can still push the changes through during their December telechat.
