[dccp] DCCP mobility and multihoming

Hi all,

At the last IETF several people expressed renewed interest in  
mobility and multihoming support for DCCP.  I've updated my existing  
draft, and am interested in feedback:

This draft is based on a simple idea: Mobility and multihoming is  
provided by associating distinct transport connections into a new  
abstraction, "generalized connections".
