If you mean will UDP be replaced by DCCP I think the answer is no. I think UDP will still be used for short transfers of data e.g. DNS where you don't need/want a session. Most of the other uses for UDP could be replaced and the Internet/networks would benefit from congestion control in my opinion.

Do not also forget that UDP can be used with Multicast, were DCCP can't.
