[dhcwg] Co-chair for dhc WG

The Internet ADs and I have been discussing the appointment of a co-chair
for the dhc WG.  Reasons for appointing a co-chair include: workload
sharing; eliminating single point of failure in WG leadership; fair and open
handling by a co-chair for documents that the other co-chair has
co-authored.

We are considering a specific candidate, and I'll post an announcement once
the appointment is official.
