[dhcwg] Co-chair for dhc WG

Stig Venaas has agreed to take on the role of co-chair of the dhc WG.  His
appointment as co-chair will give us more cycles and broader representation
for WG leadership and administration, as well as important expertise and
experience with issues in IPv6 and DHCP.

Thanks, Stig, for agreeing to contribute to the dhc WG in this way.  I'm
looking forward to working with you as co-chair...
