"Additional work" seems a fair statement, not the "considerable re-work"
that you used before.

I guess you are considering a call flow where a temporary IP address is
assigned using DHCP, instead of configuring a link-local IP address. OK,
even in that case, I don't see why you stop short of completing the full
DHCP for pre-PANA address. 

You can either do:

1. CPE configures a link-local address
2. CPE discovers PAA (via DHCP or some other mechanism)
3. CPE runs PANA
4. CPE configures "session IP address" using DHCP

Or,

1. CPE configures a pre-PANA IP address using DHCP
2. CPE runs PANA
3. CPE configures "session IP address" using DHCP


I cannot think of why you'd need a tweak for DHCP.
