But I thought we'd just been through that, as I understand it, they are
not "added" to the packet, rather the existing packet is placed into a
new packet, along with the relay options.   Is that not correct?

If it isn't, then that would be a justification for a slightly different
definition of "last" where the sig option needs to be added "last" and
specifically covers data from packet beginning to just before itself,
and nothing after that - otherwise options added latter would automatically
invalidate the packet.   But I don't think this is how it is done (in v6).
