Sorry, but if I've got RFC 3986 right, URIs should be encoded with US-ASCII
(and special characters should be specified with the percent-encoding) ?

Ok, agreed, for the parameters, UTF-8 might be a good idea (since there is
no percent-encoding as with the URLs).
