[Dime] issue regarding precedence of real routing table over peer table.

suppose if we have the a diameter node configured in
the realm routing table and another node configure in
the peer table but both in the same realm and the
application sends message with the only
destination-realm in the message. then which will be
given higher priority ? peer table or realm routing
table. also should we use application id for the
secondary key in this case ?

suppose we were to give realm routing table precedence
over peer table would that be a non compliance ?
