to my understanding what you are looking for is some kind of rules for
derivation of service information within Diameter AVPs from SDP
information.

Look into 3GPP TS 29.208 to see how the P-CSCF performs the QoS (SDP)
parameter mapping. You might also want to look into the policy control
over Gq interface described in 3GPP TS 29.209 specs and the work being
done for the Diameter ETSI TISPAN Rq and 3GPP Rx and Gx interfaces.
