[Dime] Decorated NAI handling at Diameter Agents

Hi

Need a small clarification whether the procedures defined in draft-ietf-dime-nai-routing-04.txt for handling the decorated NAI is applicable to Diameter Proxy only or it can be applied on Redirect/Relay nodes also.
