I agree with the reasons given by Keith Moore (a machine does not
control its domain name).


The requirements you have provided mean that there must be a global, persistent registration service.

As you go through the effort of specifying a new global registration service, make sure to deal with the obvious questions:


1.  What makes the proposed mechanism superior to the DNS registration service?

2, What is the basis for believing that the proposed service will overcome the massive barriers to adoption that have, so far, plagued most proposals for adding to the Internet's infrastructure services?
