Many thanks for saying this.  The private responses inflicting 
discomfort might be one of the reasons why people may be wary of 
sending email to a mailing list.  The public responses can have a 
chilling effect on people who have not commented.

There is an interesting comment at 
http://www.ietf.org/mail-archive/web/ietf/current/msg81773.html  My 
guess is that there is a significant number of people (old and new) 
who are wary to get involved in IETF discussions.

I would look at it differently.  If there were more people who send 
non-sharp responses sharp responses would not be seen as the average.

There was another interesting comment on a mailing list.  I'll quote 
it selectively:

   There was a group that were determined to do X.  So I didn't see 
much benefit
   in pushing my view.
