RFC 5782 was originally an IRTF draft.  People noted that it was more
appropriate for standards track, so I changed it to that.
Unfortunately, the IESG has trouble dealing with anything related to
spam, and it quickly became clear that it would never get approved, at
least not in a usable form.  So I flipped it back to the IRTF stream
and ran it through that way.

So I wouldn't pay much attention to whatever the evaluation record
says.  I suspect we'll find that we want to return more than 32 bits
of results from a DNS query, so we'll use something other than an A
record, but it's severely premature optimization to worry about that
now.
