These are all subjects that were discussed at some length at
the recent Geneva workshop on alert identifiers. It's also
apparent that there are many active user communities worldwide
who have evolved their implementations, secretariats, and
administrative processes. The WMO has its own ecosystem
based on international agreements and has served as a point
of convergence - especially with Eliot Christian's presence.
Somehow the dialogue on this list seems disconnected from
this larger active global ecosystem. It's not clear what you do
about this, but the "they should come here" approach will not
work.
