[Ecrit] Service area format standards

I am looking for references to standards, format descriptions or  
examples for PSAP service areas.

background:

Reporting service areas in a machine-readable format will be required  
by the regulator starting July 2007 for Austria, both from ESO's (as  
they want it) and by the network operators (as they actually do it).

We are engaging in a data collection effort in Austria to collate the  
status quo since this will be the input to the LoST database.

There is no "standard" in use (nobody asked for this so far) and we  
do expect a hodgepodge of different formats. So the first task might  
well be to moderate the process on the delivery format. We'd of  
course like them to deliver polygons plus attributes. I would assume  
that such data has been/is currently collected elsewhere and I rather  
go into the process with a reference to something in use rather than  
invent our own.
