Yes.  From Michael's email, I think the process of using short codes, etc... sounds pretty specific to Austria.  However, none of the things he mentioned that are needed in the provisioning format are specific to Austria and they all sound like general meta data that nearly every country would use or the service boundaries we have already defined.

So I'm at a loss to know what it is they do that are mystical, magical incantations that cannot be shared with the rest of us.  At the very least, they should be able to clearly spell out what it is that makes their approach unique and special.  I have not seen that.
