The idea was to give implementation guidance, to avoid being asked  
"but increase by how much?" by a reviewer.

As you point out, the increment is not critical, so I'm happy to  
soften the language to a recommendation or drop an explicit increment  
altogether. I do have a second-level intent that people avoid, say,  
using a 32-bit timestamp that then wraps around at some point.
