Since this thread is filling my mailbox, I'm going to stick in my
two-penn'orth.

(1) Where I live, 999 is the emergency dial string. If I take my device
abroad with me, it would be really really nice if 999 still worked.

(2) If I'm somewhere where 08 is the emergency dial string, then it would
be really really nice if a passerby can pick up my device while I'm lying
injured in the street, dial 08, and have it work.

My understanding is that (2) is a regulatory requirement in many places.
It naively seems obvious to me that (1) can be programmed into the device,
but no doubt there are issues that are causing this thread.
