[Ecrit] Removing/revising ED-78
In another thread, Brian pointed out the existence of ED-78. His
initial statement was:

ED-78 actually says:
ED-78 Endpoints supporting Instant Messaging (IM) MUST support both
[RFC3428] and [RFC4975].
RFC 3428 is "Session Initiation Protocol (SIP) Extension for Instant Messaging"
and RFC 4975 is The Message Session Relay Protocol (MSRP).
These two are in conflict. The first proposes that the instant messaging
services which are common and commercially deployed need to be
supported, need to have access to location, etc. The second requires
the SIP/SIMPLE and MSRP be supported if any IM service is.
I do not think that any of this is currently best current practice, and
I think attempting to mandate SIP/SIMPLE & MSRP for anyone wishing
to support any IM is not practical. IM can often be added by third
party applications, and I see no practical way to ensure that they
are compelled by this.
