It conversation with an old-timer PSTN type, it was hinted that the feature
disappeared due to the lack of regulation and the fear of liability from
bricking the caller's phone. Without the protection of regulation, the SP
didn't want to take on that liability. It's somewhat surprising the PSAP
wants to accept that liability.
