I agree with this view, except I would say the text describes the
assumptions under which the BCP was created, rather than the assumptions
under which it works.
As such, I really wish people would stop referring to the proposed text
as an "applicability statement".
It isn't.
The proposed text has no title or header within the document (other than
being part of "Introduction"), and needs to be read without any
preconceived notion about what the motives were behind the text. That is
how most people will be reading the text.
As such, I continue to support the inclusion of the text. It does no
harm. It may be useful.
Some of the people humming against this are exactly the people who I
thought would want to try to get this document done and finished. I'm
surprised that they are prolonging our combined agony.
Since the text is *not* an applicability statement (no matter that our
illustrious chair may have called it such), and it does no harm, can't
we please just let the text be and move on?
